The main ingredient for this would be "clear resin" which as it says, when mixed it dries/hardens in a clear/opaque.
The next question is do you want a "Die cast" or "Action Figure" this will determine how much "Moulding" you will need to do.

obviously with the "Die Cast" there would be no moving parts so could probably done in 3 sections.
If on the other hand you wanted an "Action Figure", then you would need to do a mould for every piece of the original Dalek....including the screws.

It is my understanding that you have to cut the hat off from the smiling head and slice the top of the head on the serious head and glue it back.  It isn't separate like the 4th Doctor hair and hat was.
