How did the cop know to go to that motel room if he hadn’t seen them enter through the window? But if he had, why didn’t he arrest them for breaking & entering?

They showed the cop car following them when they came out of the bar, so you knew the police were tipped off from the earlier incident. The implication is that the cop also went to the bar to find out what 'trouble' the group was causing, as he mentions when he enters the room.
I'm used to episodic TV and having to fill in some gaps, so when I saw them helping Ryan in through the bathroom window, I assumed that the Doctor and Graham booked a room at the front desk, and then had to sneak Ryan (and Yaz?) in through the back window. I've seen the trope before, so it just seemed natural. Since the cop was already following them, all he had to do was go to the front desk and ask what room the out-of-towners were staying in.

A group of two Brits - in strange garb - a black man and a "mexican" walking around pretty freely and breaking the law in both a restaurant and on the street was certain to bring unwanted attentionr. As per the Doctor's usual, they weren't very inconspicuous.
There's also the "ominous" shot of the cop car lurching into the scene to let you know they're being tailed.

Wow. I dunno. I found this episode to be completely boring and uneventful.
None of the actors are putting in 100%. The "tense" situations never come across as such due to the casual acting.
IMO.

So the Doctor didn't scold Ryan for shooting someone with a time-gun? The way they explained his back story and then just shot "villain" means he's coming back, right?
An unusual atmosphere for a Doctor Who episode, but I still liked it. All the way up to the point that the Doctor states Rosa Parks changed the universe, and then revealed a floating rock in space. Really? Astronomers name asteroids after their pets and that's the greatest monument in all of time and space for Rosa Parks for changing the universe? If they couldn't think of a fitting monument they should have found a better way to display universal admiration, or the future impact of her contribution. And then they dropped the end theme for a pop song to remind you that Rosa Parks is a hero.
