Though Cobblepot feels miscast to me. He's a dead ringer for Alberto Falcone. But I'll give him a shot beyond a few brief glimpses.
If they wanted to (and this is FOX, so I don't have much hope on that front), they could use some of Batman's more "mundane" Rogues as season arc manhunts/serial killers. Calendar Man, Holiday, heck even Victor Zasz would make for good "foes" for the GCPD in addition to the future rogues of Gotham.
My sole complaint would be the inclusion of Selina Kyle as a teenager. Yeah, Bruce seems to be 10 or so here, so it's not a gigantic age gap, but I always put Bruce and Selina as the same age.
