It set up characters and conflicts. Introduces us to all the players for the 6 episodes. I guess it cannot really fail to introduce characters and if the writer wants them to remain mysterious for a bit then the rest of the episodes should explain (or purposefully not explain). As long as the characters show up in the episode then you have to say it is a success.
The main villain and his sister seem super hammy, but maybe that is what they want. It's a little hard to take them serious when they're more over-the-top than the New Series Sontarans, but perhaps it will become endearing after another 5 episodes.
Too early to tell if this will actually be good or, if like Spyfall and Series 12, we're introduced to new concepts only to have them not develop into anything.
